Permission (consent) is not required if:
- Parent dies (in the presence of a "death certificate");
- Parent is not recorded on birth certificate;
- Help, that the father was recorded according to the mother (form № 25, approved by the Government of the Russian Federation of 31.10.98 № 1274);
- Documents from the police that the parent disappeared;
- Parental Document
