Regulatory and legal framework for organizing children's recreation

Legislative acts and recommendations on the organization of summer holidays in the current period:

1. Ensuring the safety of educational institutions during the preparation and holding of mass events in the summer of 2018

The current legislation obliges the summer health institution to comply with the requirements:

Activities of children's camps should be carried out in accordance with the requirements:

2. SanPiN approval 2.4.4.3155-13 "Sanitary and epidemiological requirements for the organization, maintenance and organization of work of stationary organizations rest and recovery of children " (as amended on March 22, 2017)

Basic sanitary and epidemiological requirements for children's camps

1. Admission of children to the children's health camp is carried out in the presence of the doctor's conclusion that there are no contacts with infectious patients, the health of children and information about vaccinations available, the absence of medical contraindications to sending such children to this organization, and also if there is a medical map of the established sample and information about available vaccines.
2. Before the opening of the children's health camp, it is necessary to organize and conduct anti-malnourishment (acaricidal) treatment of its territory and measures to combat rodents in order to prevent tick-borne encephalitis, tick-borne borreliosis and hemorrhagic fever with kidney syndrome and other infectious diseases.
3. It is not allowed to use basement floors and basements to accommodate children, conduct group work, place medical facilities, sports, dance and assembly halls for children, with the exception of shooting equipment for shooting.
4. During the work of the children's health camp, ongoing and major repairs are not allowed in the places where the children stay.
5. The dining room provides facilities for washing children's hands near the dining hall (or at the entrance to the dining room) and places for undressing children.
6. Do not use utensils with broken edges, cracks, chips, deformed, damaged enamel, plastic or tableware made of aluminum.
7. In the dining room premises daily cleaning is carried out: washing floors, removing dust, rubbing radiators, window sills.
8. In the dining room there should be no insects and rodents, when they are found, measures for disinfestation and deratization are carried out.
9. Admission of food products and food raw materials to children's health camps is carried out with documents confirming their quality and safety. Food products with signs of poor quality, as well as products without accompanying documents confirming their quality and safety, which are not labeled, are not admitted to reception in the event that such a marking is required by the legislation of the Russian Federation.
10. The food should be organized in accordance with an exemplary menu approved by the head of the children's health camp, designed for at least 2 weeks, taking into account physiological needs for energy and nutrients for children of all ages.
11. Breakfast should consist of a hot dish, a sandwich and a hot drink. Lunch should include a snack (for example, salad or portion vegetables, herring with onions), the first hot dish, the second hot dish, a drink. The afternoon snack includes a drink (milk, sour milk drinks, juices, tea) with bakery or confectionery without cream, fruit; it is allowed to issue curd or cereal casseroles and dishes. Dinner may include fish, meat, vegetable and curd dishes, salads, vinaigrettes and hot drinks. The second dinner includes a sour-milk drink (it can be supplemented with confectionery (biscuits, wafers and others).
12. A drinking regime should be organized around the clock for children.
13. It is not recommended to conduct mass sports and sports events at an ambient temperature above +28 ° C.
14. Bathing of children in open water bodies is recommended to be spent on sunny and windless days, with air temperature not lower than +23 ° C and water temperature not lower than +20 ° C. The recommended duration of continuous stay in water in the first days of 2 - 5 minutes with a gradual increase to 10 - 15 minutes. Bathing immediately after a meal (less than 30 minutes) is not recommended. When organizing a bathing of children, the presence of a medical worker is mandatory.
15. Bathing children is carried out in specially designated and equipped places. On the shore are equipped with awnings from the sun and set up cabins for changing clothes, toilets.
16. The territory of the children's health camp should be kept clean. Cleaning of the territory is carried out at least once a day.

4.6 To ensure the necessary quality of services provided to children by a rest and recovery institution, must comply with the following basic conditions :

1. the availability and status of the documentation in accordance with which the institution operates;

5. availability of an internal quality control system for the services provided.

4.6.1 Availability and Status of Documentation

The documentation should include:

1. the charter of the institution and the statute of the institution, registered in accordance with the established procedure
2. The staff list ( is approved by the head of the institution within the available salary fund, it must confirm the availability of the services provided by the specialists of the required qualification)
3. guidelines, rules, instructions, methods, plans and programs for working with children ( the head of the institution states);
4. the conclusions of the sanitary and epidemiological supervision bodies, the fire inspectorate ( of the authorities of the sanitary and epidemiological supervision and fire inspection about the state of the institution and the territory on which it is located, sanitary requirements and fire safety requirements.)
5. documentation of available equipment, instruments, equipment, sports and tourist equipment
6. national standards of the Russian Federation ( regulatory documents that establish the characteristics of products (food products, technical equipment, etc.), the rules for providing and characterizing the services provided by recreational facilities and improving children and in related areas - tourism, sightseeing service, catering, etc.);
7. financial and economic and medical documentation;
8. position (order) on the conduct of internal control.

*** Russia does not provide for the licensing of the children's health camps themselves, in two cases, it should still have: in the provision of medical and health care (license for medical activities) or strong> educational services   (license for educational activities). Mugs and sections are not educational, but leisure services, so in this case there is no need for a license from the camp. Such a license must have, for example, summer schools.

Постановления Главного государственного санитарного врача РФ.

Каждый тип лагерей обязан соблюдать соответствующие Постановления Главного государственного санитарного врача РФ, утверждающие соответствующие СанПиН.

Этими Постановлениями устанавливаются требования к: 

1. требования к размещению
2. устройству
3. содержанию
4. организации режима работы лагерей
5. требования к возрасту детей.

Открытие лагерей осуществляется при наличии документа, подтверждающего его соответствие настоящим санитарным правилам, выданного органом, уполномоченным осуществлять государственный санитарно-эпидемиологический надзор по месту размещения туристического лагеря.

При этом учредитель или собственнику некоторых типов лагерей (например, туристического лагеря, лагеря труда и отдыха) необходимо поставить в известность орган, уполномоченный осуществлять государственный санитарно-эпидемиологический надзор, и органы местного самоуправления по месту его размещения о сроках его открытия не менее чем за 1 месяц и перед заездом детей - не менее чем за 2 недели.

К работе в лагерях допускаются лица, прошедшие профессиональную гигиеническую подготовку, аттестацию и медицинское обследование в установленном порядке Работники должны быть привиты в соответствии с национальным календарем профилактических прививок, а также по эпидемиологическим показаниям.

Каждый работник лагеря должен иметь личную медицинскую книжку установленного образца, в которую вносятся результаты медицинских обследований и лабораторных исследований, сведения о перенесенных инфекционных заболеваниях, профилактических прививках, отметки о прохождении профессиональной гигиенической подготовки и аттестации.

Настоящие санитарно-эпидемиологические правила и нормативы (далее - санитарные правила) устанавливают санитарно-эпидемиологические требования к размещению, устройству, содержанию и организации режима работы лагерей труда и отдыха, которые формируются в период каникул для обучающихся образовательных учреждений, достигших возраста 14 лет (далее - подростков), с целью организации отдыха и выполнения труда.
